    Report Suspected Abuse

    If you have personally observed an equine you believe is being abused or neglected, please file a formal complaint with the Tennessee Department of Agriculture. Reports should be based on firsthand observations made within the past two weeks.

    We also encourage you to submit a report to Horse Haven of Tennessee. This allows our team to follow up and help ensure the concern receives appropriate attention. If safety concerns prevent you from filing directly with the state, contact us so we can discuss how we may be able to help.

    Resources for Law Enforcement

    Horse Haven of Tennessee provides complimentary shelter services to law enforcement agencies across Tennessee. We support officers and state agricultural investigators during the rescue of abused or neglected equines and offer education on equine handling and welfare standards.
